Khaled Meshaal says he won’t take his cue from al-Qaeda

Hamas has dismissed a message by al-Qaeda number two Ayman al-Zawahiri urging the Palestinian militant group never to make peace with Israel.

Hamas political leader Khaled Meshaal said the movement had “its own vision” and did not need al-Qaeda’s advice.

He was responding to a video statement in which Zawahiri called on Hamas – which won last month’s Palestinian election – to continue to fight Israel.

Mr Meshaal was speaking after talks with Russian officials in Moscow.

Hamas, which has carried out hundreds of deadly attacks against Israeli targets since the early 1990s, is seeking international legitimacy as it tries to form a Palestinian administration.

However, it continues to insist it does not recognise Israel’s right to exist, despite coming under renewed international pressure to change its stance.

Zawahiri’s video message was broadcast by al-Jazeera TV on Sunday.

“The seculars in the Palestinian Authority have sold out Palestine for crumbs… Giving them legitimacy is against Islam,” he said.

Zawahiri urged Hamas to “continue the armed struggle” and reject agreements signed between its predecessors in government and Israel, describing them as “surrender accords”.

He called on Muslims in “Palestine, Iraq and everywhere else… [to] be wary of the new American game entitled the ‘political process’”, alluding to recent elections.

‘No trap’

Reacting to Zawahiri’s video message, Mr Meshaal said:

“The movement always acts in the interests of the Palestinian people, and makes any changes to its strategy only after careful deliberation.”

Chief Hamas legislator Mahmoud al-Zahhar denied his movement had “walked into a US trap” by participating in the Palestinian elections.

“Entering these institutions does not mean that we will be a carbon copy of other factions,” he told al-Jazeera.

At talks in Moscow at the weekend, Hamas refused to change its position on recognising Israel.

“If Israel is willing to recognise Palestinian rights and a completely independent Palestinian state, then we will be ready to announce our position,” Hamas delegate Mohammed Nazzal told AFP news agency.

“If you want Hamas to change its policy, you must also ask the Israelis to change theirs.”

Phone call

Israel’s acting Prime Minister Ehud Olmert told Russian President Vladimir Putin on Sunday that contacts with Hamas were a “mistake”.

In a phone call to President Putin, Mr Olmert said such contacts “would only encourage the organisation not to make the changes that the international community is demanding of it,” Mr Olmert’s office said.

It also said Mr Putin had assured Israel that Russia would not take any step against its interests or security.

Meanwhile legislators from the Fatah movement – which controlled the Palestinian Authority until its election defeat – urged their group to reject an invitation by Hamas to join a new administration.

They cited Hamas’ rejection of the Middle East peace process as a reason for staying away.

The Energy Department has confirmed the United States has carried out a subcritical nuclear experiment at an underground test site in Nevada on Thursday (local time).

The test was aimed at gathering ”scientific data that provides crucial information to maintain the safety and reliability of… nuclear weapons without having to conduct underground nuclear tests,” the department said.

Some anti-nuclear groups are concerned that the Bush administration is trying to accelerate its efforts to develop new nuclear arms through such tests.

Anti-nuclear groups have criticised and continue to urge Washington to stop the tests, saying they are undermining the Comprehensive Test Ban Treaty on nuclear weapons.

The US argues that subcritical tests are fully consistent with the nuclear test moratorium it has maintained since 1992.

It says the tests do not violate the treaty because they do no involve a nuclear chain reaction and are necessary to ensure the safety of nuclear stockpiles.

The department said the Los Alamos National Laboratory and Britain’s Atomic Weapons Establishment ”successfully” undertook the latest experiment in an underground laboratory of horizontal tunnels about 290 metres beneath the surface.

According to the department, subcritical tests ”examine the behaviour of plutonium as it is strongly shocked by forces produced by chemical high explosives”.

”The experiments are subcritical, that is, no critical mass is formed and no self-sustaining nuclear chain reaction can occur, thus, there is no nuclear explosion,” the department said.

The test, conducted together with Britain, represented the first since May 2004 and the ninth under the administration of President George W Bush.

It was the second carried out with Britain following one in February 2002.

Cele Castillo made headlines in the 1980′s for exposing illegal government-sponsored cocaine trafficking. Although the responsible parties were never brought to justice, Castillo is still speaking out loud and strong in order to save his country.

Cele Castillo played it tough with the “Big Boys” for a long time until the former DEA agent couldn’t take it any more.

For 12 long years he fought hard against the drug lords in South America, finally realizing in the late 1980′s his fight was essentially for nothing.

After raiding jungle cocaine labs in the Amazon, conducting aerial eradication operations in Guatemala and assembling and training anti-narcotics units in several countries, Castillo finally went public and blew the whistle after realizing the real kingpin drug dealers worked in the White House, not in the jungles of Central and South America.

“I took an oath to defend my country and fight the war on drugs. When I realized the enemy was within our own government, I took the path of truth, trying to alert the American people,” said Castillo, a former Viet Nam veteran who recently appeared on Greg Szymanski’s radio show, The Investigative Journal.

“The end of my career with the DEA took place in El Salvador. One day, I received a cable from a fellow agent, saying to investigate possible drug smuggling by Nicaraguan Contras operating from the Ilopango Air Force Base.

“I quickly discovered that the Contra pilots were, indeed, smuggling narcotics back into the United States – using the same pilots, planes and hangers that the Central Intelligence Agency and the National Security Council, under the direction of Lt. Col. Oliver North, used to maintain their covert supply operation to the Contras.”

Instead of playing along with the criminals inside government profiting from cocaine trafficking, Castillo attempted to seek justice, naming many high-level officials along the way, including North and former President George H.W Bush.

In fact, after Castillo blew the whistle, Bush made a point to seek out Castillo during one of his South of the border visits, in essence trying to “feel out” Castillo, but at the same time careful not to make any incriminating statement.

“When Bush confronted me and then just walked away after I told him some of the evidence I had, it was obvious he knew what was going on and was involved in the illegal drug trade,” said Castillo.

And when Castillo’s allegations first went public, he was the first government DEA agent with first-hand knowledge of North’s drug dealing sanctioned by Bush and other higher-ups.

At the time of the allegations, North was in the process of running for the U.S. Senate and Castillo was quoted as saying he “belongs in prison,” not in government.

“We saw several packages of narcotics, we saw several boxes of U.S. currency, going from Ilopango to Panama,” Castillo said.

According to a statement made by Castillo on his web site, www.powderburns.org , the entire drug program was run out of Ilopango’s Hangars 4 and 5. “Hangar 4, owned and operated by the CIA and run by Felix Rodriguez, or ‘Max Gomez,’ of the Contra operation directed by North.

“Basically they were running cocaine from South America to the U.S. via Salvador. That was how the Contras were able to get financial help. By going to sleep with the enemy down there. North’s people and the CIA were at the two hangars overseeing the operations at all times,” Castillo added.

Castillo also fingered John Negroponte, now in the Bush administration and who served from 1981-1985 as U.S. Ambassador to Honduras, as just another drug smuggler covering up the illegal government activity as well as illegally assisting the contra war and helping the Reagan administration in the disappearance of more than 300 political opponents in classic death squad fashion.

“In Honduras, I saw first hand how Negroponte and General Alvarez committed some of the worst human rights violations ever committed against humanity in the Western Hemisphere” said Castillo, adding in 1994, the Honduran Human Rights Commission charged Negroponte personally with several human rights abuses.

“President Bush then appointed Negroponte as ambassador to Iraq with the “Salvador Option” in hand. The Salvador Option is a blue print of the Phoenix Program that was utilized in Vietnam. And know it is being implemented in Iraq.

“Today, President Bush has named Negroponte, as headhunter, Director of National Intelligence. He is now in charge of all intelligence including the Pentagon. God help us in saving our world.

“I’ve risked my life to demonstrate what I believe to be real. And, that is that an armed struggle (with pen in hand) is in order for those who are struggling in keeping their freedom at home. I’ve now become a veteran of my third, and perhaps most dangerous war, the war against the criminals in my own government.”

Since going public in the 1980′s, Congress listened to Castillo’s allegations and the testimony of others in hearings held by Senator and former Presidential candidate, John Kerry.

But the watered down investigation did little to solve the problem, as the kingpins in government were allowed “to walk” and, in fact, are still running drug operations today, according to Castillo.

“The same thing is going on today with the same people from the 1980′s now in charge of our government,” reminded Castillo, adding billons of dollars of drug money is being used by government for secret, covert operations without congressional oversight.

“We, ordinary Americans, can not trust the C.I.A. Inspector General to conduct a full investigation into the CIA or the DEA. Let me tell you why. When President Clinton (June, 1996) ordered The Intelligence Oversight Board to conduct an investigation into allegations that US Agents were involved in atrocities in Guatemala, it failed to investigate several DEA and CIA operations in which U.S. agents knew before hand that individuals (some Americans) were going to be murdered.

“Some people have asked, why I am doing this? A long time ago I took an oath to protect The Constitution of the United States and its citizens. In reality, it has cost me so much to become a complete human being, that I’ve lost my family.

“In 1995, I made a pilgrimage to the Vietnam Wall, where I renounced my Bronze Star in protest of the atrocities my government had committed in Central America. I have now become a veteran of my third, and perhaps most dangerous war — a war against the criminals within my own Government.

“Heads have to roll for those who are responsible and still employed by the government. They will be the first targets in an effective drug strategy. If not, we will continue to have groups of individuals who will be beyond any investigation, who will manipulate the press, judges and members of our Congress, and still be known in our government as those who are above the law.”

Hillary Clinton, a leading opponent of DP World’s takeover of some US port operations, was this week forced to admit that she did not know her husband had advised Dubai leaders on how to handle the growing dispute.

But former President Bill Clinton’s ties to Dubai and the United Arab Emirates should not have come as a surprise to his New York senator wife.

Mrs Clinton’s own senatorial financial disclosure forms reveal that her husband earned $450,000 giving speeches in Dubai in 2002.

Officials from the UAE also donated between $500,000 and $1m to fund Mr Clinton’s presidential library in Arkansas.

It was part of an effort by the emirates, said a person close to UAE officials, to forge a close relationship with a former US president who is influential and highly regarded in the region.

The US’s nuclear cave-in

Buffeted by political turmoil at home, US President George W Bush sought a foreign-affairs victory in India. To clinch a nuclear-weapons deal, Bush had to give in to demands from the Indian nuclear lobby to exempt large portions of the country’s nuclear infrastructure from international inspection.

With details of the deal still under wraps, it appears that at least one-third of current and planned Indian reactors would be exempt from International Atomic Energy Agency inspections and that Bush gave in to Indian demands for “Indian-specific” inspections that would fall far short of the normal, full-scope inspections
originally sought. Worse, Indian officials have made clear that India alone will decide which future reactors will be kept in the military category and exempt from any safeguards.

The deal endorses and assists India’s nuclear-weapons program. US-supplied uranium fuel would free up India’s limited uranium reserves for fuel that otherwise would be burned in these reactors to make nuclear weapons. This would allow India to increase its production from the estimated six to 10 additional nuclear bombs per year to several dozen a year. India today has enough separated plutonium for 75-110 nuclear weapons, though it is not known how many it has actually produced.

The Indian leaders and press are crowing about their victory over the United States. For good reason: President Bush has done what Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, Bill Clinton and his own father refused to do – break US and international law to aid India’s nuclear-weapons program. In 1974, India cheated on its agreements with the United States and other nations to do what Iran is accused of doing now: using a peaceful nuclear energy program to build a nuclear bomb. India used plutonium produced in a Canadian-supplied reactor to detonate a bomb it then called a “peaceful nuclear device”. In response, president Richard Nixon and Congress stiffened US laws and Nixon organized the Nuclear Suppliers Group to prevent any other nation from following India’s example.

Bush has now unilaterally shattered those guidelines, and his action would violate the nuclear Non-Proliferation Treaty (NPT) proscription against aiding another nation’s nuclear-weapons program. It would require the repeal or revision of several major US laws, including the US Nonproliferation Act. Nor has he won any significant concessions from India. India refuses to agree to end its production of nuclear-weapons material, something the United States, the United Kingdom, France, Russia and China have already done.

This is where Bush is likely to run into trouble. Republicans and Democrats in the US Congress are deeply concerned about the deal and the way it was crafted. Keeping with the Bush administration’s penchant for secrecy, the deal was cooked by a handful of senior officials (one of whom is now a lobbyist for the Indian government) and never reviewed by the departments of State, Defense or Energy before it was announced with a champagne toast by Bush and Indian Prime Minister Manmohan Singh. Congress was never consulted. Republican committee staff say the first members heard about it was when the fax announcing the deal came into their offices. Worse, for the president, this appears to be another give away to a foreign government at the expense of US national-security interests.

Bad example
In addition to breaking US law and shattering long-standing barriers to proliferation, lawmakers are concerned about the example the nuclear-weapons deal sets for other nations. The lesson Iran is likely to draw is simple: if you hold out long enough, the Americans will cave. All this talk about violating treaties, they will reason, is just smoke. When the Americans think you are important enough, they will break the rules to accommodate you.

Pakistani officials have already said they expect their country to receive a similar deal, and Israel is surely waiting in the wings. Other nations may decide that they can break the rules, too, to grant special deals to their friends. China is already rumored to be seeking a deal to provide open nuclear assistance to Pakistan – a practice it stopped in the early 1990s after a successful diplomatic campaign by the United States to bring China into conformity with the NPT restrictions. Will Russia decide that it can make an exception for Iran?

Lawmakers loyal to Bush are already signaling tough times ahead for this deal. Republican Congressman Ed Royce, chairman of the Subcommittee on International Terrorism and Nonproliferation, offered the following statement after the deal was announced: “There is enthusiastic support on Capitol Hill for growing US-India ties. However, the US-India agreement on civil nuclear cooperation has implications beyond US-India relations. In this process, the goal of curbing nuclear proliferation should be paramount. Congress will continue its careful consideration of this far-reaching agreement.”

Royce’s subcommittee has oversight and legislative responsibilities over non-proliferation matters. Republican Senator Richard Lugar, chairman of the Senate Foreign Relations Committee, has made no secret of his concerns, as has Republican Congressman Henry Hyde, chairman of the House International Relations Committee. Democratic Congressman Edward Markey says, “America cannot credibly preach nuclear temperance from a barstool. We can’t tell Iran, a country that has signed the nuclear Non-Proliferation Treaty, that they can’t have [uranium] enrichment technologies while simultaneously carving out a special exemption from nuclear-proliferation laws for India, a nation that has refused to sign the treaty.”

This looming congressional battle will pit the proliferation fighters against the nuclear lobby and the increasingly powerful India lobby. Companies and countries (including France, Canada and Russia) are lining up to sell fuel and reactors to India. They will be joined by the US neo-conservatives who seek to construct an anti-China alliance. For them, as one architect of the India deal reportedly said, “The problem is not that India has too many nuclear weapons, it is that they do not have enough.”

If Bush were riding high in the polls and had a string of national-security victories behind him, this David-and-Goliath battle would be won by the nuclear giants. But with sagging popularity, deep concern over his leadership, and anger at his administration’s disregard for laws and consultation, lawmakers more concerned about proliferation than profits could block or amend this deal. The president may have made a fatal error in putting nuclear weapons at the heart of improved US-India relations. US lawmakers want the latter, but not at the price of the former.

The list of criminal acts is long, depressing as it is frightening. Equally depressing is the silence of the Democrats, the media and ordinary citizens. Is American democracy dead? In the current issue of The National Review, William F. Buckley calls for the Bush administration to admit that it made a hideous mistake by invading Iraq, writing that “the administration has, now, to cope with failure and the acknowledgment of defeat” of its entire policy from launching the war to believing it could unite and pacify religious enemies whose mutual hatred goes back a millennia, to installing a government that superficially resembles a democracy.

On one hand, when the dean of modern conservative politics says Iraq was a mistake, even the most ideologically driven neo-con must pay attention. On the other, the “failure” and “defeat” he writes about is not simply another “Oops, we goofed!” mea culpa that White House apologists can spin on the Sunday morning interview shows.

While cloaking his condemnation in polite Ivy League-ese terms like “postulates” and “mitigation of policies,” Mr. Buckley overlooks one simple fact: No matter how noble a policy of spreading freedom may look on paper, the White House has been criminal in carrying it out.

The dilemma for America is: When the whole executive branch is criminal, how do you impeach an entire administration?

* President Bush knowingly lied to Congress when he certified in writing an immediate threat to the security of the United States mandated the need to use armed force to overthrow the regime of Saddam Hussein.

As has been well documented over the past three years, the administration knew before Bush’s 2003 State of the Union message that there were serious doubts in the intelligence establishment — the CIA, DIA, State Dept. and Dept. of Energy — that Saddam had either chemical weapons or a program to build atomic weapons.

Lying to Congress is a federal offence, — a felony punishable with prison; on its face, it is also — a “high crime and misdemeanor” — an impeachable offence.

* The President knowingly violated — both the Constitution and the law by authorizing warrantless wiretapping, eavesdropping and spying on Americans.
— Likewise, in claiming the power to arrest and hold citizens without charge he has violated the Constitution and his oath of office to uphold that very document. — He committed a felony and an impeachable offence.

* Vice President Dick Cheney, armed with an Executive Order he got Bush to sign allowing him to unilaterally declassify information, — decided to declassify Valerie Plame’s role in the CIA. He then set about outing her when her husband returned from Niger and wrote a report stating that there was no evidence Iraq was trying to buy yellowcake, a necessary ingredient to make a nuclear weapon.

Jason Leopold, who has been covering Plamegate from the start, reported on Feb. 24, 2006, that the White House had just “found” 250 allegedly missing e-mails about Plame and that the Vice President is implicated directly. The e-mails purportedly show — Cheney lied to FBI agents about his role in the scandal, — itself a federal offence punishable by imprisonment. It also meets the “high crime and misdemeanor” impeachment test.

* Even after being warned by the Navy’s general counsel – its top lawyer — that interrogation techniques being used by Americans at Guantanamo were illegal, Defense Secretary Donald Rumsfeld issued an order authorizing what amounts to physical and psychological torture.

He has repeatedly denied the Red Cross private access to prisoners — despite a treaty which guarantees the agency such access, a treaty which was first written by the United States. Likewise, the FBI warned the Defense Dept. that the interrogation of prisoners it witnessed — was violating US law against torture, a warning Rumsfeld ignored.

Now, along with the Red Cross, groups including the United Nations, Human Rights Watch and Amnesty International have condemned the US for violating basic human rights, partly because it keeps secret the names of prisoners being held and partly for abusing the prisoners in custody. — Put Mr. Rumsfeld in the dock next to Bush and Cheney.

* While White House counsel, Attorney General Alberto Gonzales, with help from ideologue sycophants like former Justice Dept. lawyer and now law professor John Yoo, created a convoluted rationale to support the illegal actions of the Executive Branch. Apparently, Mr. Gonzales never studied the laws written largely by the United States for the Nuremberg trials that judged Nazi war criminals. That code of justice punished jurists who formulated and interpreted laws created to justify criminal acts. There is a special place in court for people like Mr. Gonzales who manipulate the law to countenance criminality.

The list of criminals is seemingly endless.

Colin Powell, a man of otherwise impeccable integrity who devoted his life to the service of his country, knowingly allowed himself to be made the administration’s Knight Errant by trying to convince the world that war was necessary.

Lawrence Wilkerson, who wrote Powell’s UN speech and had access to all the intelligence — not just bits the administration wanted people to hear — admitted on the PBS public affairs program Now on Feb. 3, 2006: “I participated in a hoax on the American people, the international community and the United Nations Security Council.”

Former CIA director George Tenet knowingly gave the White House select bits of intelligence he knew it wanted as justification for invading Iraq. While National Security Advisor, Condoleezza Rice knew — or “should have known,” as lawyers say — that the pre-war intelligence was being cooked to prop up a shaky case for war and neither objected nor resigned.

Don’t forget the Joint Chiefs of Staff who, in 2003, went along with dubious war plans, also without objection or resignation. Or the field generals and senior officers who oversaw not just prison camp torture but waged an indiscriminate war on Iraqi civilians, — particularly in Fallujah where white phosphorus shells rained down — on innocent men, women and children cowering in their hovels. The website Baghdad Burning, written by a woman living in Iraq, also writes about how US troops break into homes in the middle of the night for no reason while ignoring what she calls “the vicious civil war” being fought on the country’s streets every day.

At home, FBI Director Robert Mueller violates his oath of office by allowing agents to illegally spy on citizens — only exercising their constitutional right of protest. Michael Chertoff, who is so incompetent running Homeland Security his behavior borders on criminal, is quietly spending $387 million with a Halliburton subsidiary — to Construct Detention Camps at Secret Locations across America to house up to several hundred thousand people for the undefined “rapid development of new programs.” — And don’t forget Karl Rove, who orchestrated the theft not just one — but two Presidential Elections, new evidence dribbling out now reveals.

The list is long, as depressing as it is frightening.

Yet equally depressing is the silence of Democrats, the news media and ordinary citizens. The Democrats look cowed, the news media is a placid mouthpiece accepting administration talking points, and ordinary citizens are afraid. “Please don’t send me your investigative reporting or political columns by e-mail,” a long-time friend wrote to me by snail mail a few months ago. “I’m afraid it will trigger NSA computers and make me a target.”

It took the funeral of Coretta Scott King for even a few people of conscience to “speak truth to the powerful” in the tradition of black churches, saying to Pres. Bush’s face the unpleasant realities that many are thinking.

Democracy in America may not be dead but it is in critical condition.

People who lived through Watergate remember how Richard Nixon tried stealing the Constitution and the crisis he provoked as a result. — Yet today, there is a far stealthier, more powerful and — darkly insidious effort afoot to undermine and even destroy more than — 230 years of American democratic ideals, liberal political thought, and tradition of dissent and debate.

When the huge task of writing the Constitution was finally completed, Benjamin Franklin emerged from the building in Philadelphia where the convention was held to be confronted by a woman waiting word.

“What did you give us, Mr. Franklin?” she asked. Franklin laid his hand on her shoulder and replied, “A democracy, madam, if you can keep it.”

The question today remains, as it was in Franklin’s time, can America keep its democracy?

Washington, DC, March, 20, 9 AM The National Campaign for Nonviolent Resistance is organizing “From Mourning to Resistance,” a March to the Pentagon on Monday, March 20, that will culminate in nonviolent direct action. It will begin with a 9 AM gathering near the Vietnam Veterans Memorial. The March bearing a coffin filled with names of the dead will step off at 10 AM and cross the Memorial Bridge and proceed to LBJ Memorial Grove adjacent to the Pentagon, from where nonviolent actions will commence. NCNR is inviting marchers from various antiwar groups to represent a broad spectrum of communities around the country. The march is permitted, but some participants will risk arrest by trying to deliver the coffin to Secretary of War Donald Rumsfeld or undertaking other nonviolent civil resistance actions. __ More info at http://www.unitedforpeace.org
